Former Manipur Chief Minister Okram Ibobi Singh is one of the state's most senior and oldest members of the Congress party. From March 7, 2002 to March 15, 2017, Singh was the Chief Minister of Manipur. Okram Ibobi Singh won the Thoubal seat in the 2017 Assembly Elections by a margin of 10,470 votes over Bharatiya Janata Party's Leithnthem Basanta Singh. Singh helped his party win the state election for the third time in 2012 with an absolute majority, securing 42 of the total 60 Assembly seats, sweeping aside the anti-incumbency factor yet again. Okram Ibobi Singh narrowly avoided being killed when terrorists opened fire on his helicopter as it landed at Pakshi Ground in Hungpung village, Ukhrul district, in 2016.
